Ordinance amending Oakland Municipal Code section 9.008.260 to conform to state law, repealing loitering for purpose of prostitution, adding loitering for purpose of purchasing commercial sex, establishing administrative fines against sex purchasers (up to $4,000 first offense, $8,000 subsequent), traffickers (up to $10,000, $20,000 subsequent), and property owners/business proprietors ($2,500/day), tripled for minors, with 100% of fines deposited into a restricted human trafficking survivor support fund. Approved on introduction 6-0 (Gallo, Jenkins, and one other excused); final passage set for February 17.
