This leaderboard ranks US counties by zoning activity volume — the number of zoning-relevant discussions detected in city council, county commission, and planning board meetings. Counties with more zoning activity typically have higher development activity, more rezoning applications, and more variance requests.

Methodology
ZoneWire monitors public city council, county commission, and planning commission meetings across all covered counties. Each meeting recording is processed through AI-powered transcription, and the resulting text is analyzed for 23+ zoning keywords including rezoning, variances, PUDs, annexations, conditional use permits, and more.
The “Zoning Activity” count represents the total number of zoning-relevant references detected across all meetings for that county. A single meeting can generate multiple flags if multiple zoning topics are discussed. Rankings are updated as new meetings are processed.
